Community Voices Demand Action in Connecticut

Connecticutians are increasingly voicing their concerns about a growing contingent of reckless riders who break the law, damage public and private land, injure themselves and others, and ruin hunting, fishing and hiking experiences for the rest of us.

  • “Their concern is the amount of illegal riding that’s out of control...They’re tearing up trails and damaging plant life. They have no regard for hikers." -- James X. DiCarlo, North Haven Police Chief, "Police to increase patrols for ATVs at Peter's Rock", New Haven Register, (10/10/09)

  • "I don't believe its an education issue, because these kids that have been driving reckless — putting the quads up on the back wheels, going against traffic, going up on sidewalks — every one of them doing that understands that that is illegal...It's an issue of contempt for the neighborhoods, contempt for community members, contempt for the city." -- James Lewis, Police Chief, "City 'quad squad' targets illegal ATVs, bikes", New Haven Register (4/27/09)

  • "They're just a constant nuisance. They're a drain on resources because we have to dispatch a car. Usually they take off." -- Lt. Bernie Somers, supervisor in Westville, "Police clamp down on ATVs, dirt bikes; vehicles may be seized", New Haven Register (8/2/08)
  • "They drive fast, they run through stop signs, they run through yards." -- James Lewis, New Haven police Chief, "Police clamp down on ATVs, dirt bikes; vehicles may be seized", New Haven Register (8/2/08)
  • "They're careless and reckless and they don't pay attention to safety rules...They're not authorized to be on the streets. Folks can own these things but they need to ride them where they are allowed to be used." -- Calixto Torres, President of the Hartford City Council, "City Considers ATV Ban", Hartford Courant (6/23/08)
  • "If you sign (the trail), they cut the signs down, if you call the police, in some communities, they don't do anything. They say, 'Well, we can't chase them...It's against the law, but we can't do anything about it." -- Conservation Agent Teresa Gallagher, "Designated ATV areas could curtail vengeful acts", New Haven Register (7/14/08)
  • "The erosion that is being caused by the ATVs is terrible. It is a historical site and it is private property." -- Linda Casper, of Woodbury, "ATVs tearing up Nonnewaug Falls", Town Time News (7/3/08)
  • "We've tried to put up signs and logs, but they don't stop...You have to be careful with liability and not create a safety hazard." -- Art Baker, The Monroe Public Works Director, "Cameras gather dirt on illegal ATVs", Connecticut Post (5/21/07)

BERLIN -- The town council is considering imposing strict limits on the use of all-terrain vehicles because of complaints about noise and disruption.
ATVs are already prohibited from town-owned open space parcels, much of which are used for walking trails and other passive recreation.

The council is considering an ordinance that would go further and limit the use of ATVs on private property. Mayor Adam Salina said several residents have complained about ATVs in their neighborhoods.

The police department's all-terrain vehicle unit, which includes a sergeant and three officers, has completed training and has started on patrol of town-owned open space.

The town has bought several parcels to preserve open space in recent years, particularly in the south end of town. Officials have sought police patrols on the land because of increased illegal use of motorized off-road vehicles, including along some walking trails.

This summer, the town spent $16,000 for two all-terrain vehicles for the police.

Police said that on the first weekend of patrols, three MeridenMeriden residents were charged with trespassing and weapons charges.
