Trail pass to be required for out-of-state ATV drivers |

Out-of-state all-terrain vehicle operators will have to purchase a trail pass for certain trails starting Friday. A new state law goes into effect that requires the pass on state or grant-in-aid trails. The pass does not need to be displayed on the ATV, but must be available for inspection when requested by an officer. The pass is required whether the ATV is registered in Minnesota or another state, according to the Minnesota Department of Natural Resources. Nonresidents do not need a pass if operating on a portion of an ATV trail that is owned by the person or the person’s spouse, child or parent. ATV operators can purchase one-year nonresident ATV trail passes for $21 new. Operators also can purchase a duplicate for $2.50 through Minnesota’s Electronic License System. Nonresident passes can be purchased online at www.dnr.state.mn.us or by phone at 888-665-4236 with a credit card. There is a $3.50 convenience fee per transaction. Passes also can be purchased in person at nearly 1,800 license locations around the state. To find locations, visit the DNR’s Web site or call the DNR Information Center at 888-646-6367. “It’s frustrating having a hunt ruined by people riding ATVs where off-road vehicle use is prohibited. Many ATVs look the same so there’s no way to identify violators when reporting the incident to law enforcement. There should be a requirement that off-road vehicles used on public lands have license plates or large decals.
