Park rules adopted

West Manheim Township has officially adopted a set of rules for residents to abide by when using the new township park.

According to the new ordinance, violations of the park rules will be a summary offense that can be punishable by a fine of up to $1,000 per incident.

Posts at pedestrian bridge reported damaged by ATVs

All-terrain vehicles intentionally were run into heavy posts that block traffic from the Portland pedestrian bridge, causing $3,400 damage, police said.

State police at Belfast said witnesses saw four people riding ATVs along the Delaware River at 6 p.m. Friday just before they stopped at the bridge and ran the vehicles into two 3-foot-tall posts that block vehicle access.

DUNMORE - Borough Police Chief Patrick Reese cringes when he hears the all-too-familiar roar of all-terrain vehicles.

"It literally seems like everybody has a quad," Chief Reese said of the sport vehicles commonly known as ATVs.

Every few days or so, a report on an accident involving an all-terrain vehicle or dirt bike appears on our news pages.

More often than not, the unlucky rider was on private land without permission, or scooting through public property on which ATVs are prohibited.

LILLY, Jun 03, 2009 (Tribune-Democrat - McClatchy-Tribune Information Services via COMTEX) -- Safety concerns regarding all-terrain vehicles are colliding with riders who say a recent crackdown is leaving them unable to get to bony piles in Washington Township.

An ongoing battle between the borough and riders came to a head Tuesday.

Increased police enforcement of all-terrain vehicles driving illegally on Ringtown streets apparently is making a dent in the number of violators.

The subject was raised at this month’s borough council meeting, when Vice President Joann Zogby asked Mayor Albert Breznik Jr. about the problem.

New Holland police filed charges against two men in connection with separate incidents in Earl Township.

Philip H. Martin, 22, was charged with fleeing police on an all-terrain vehicle — at speeds up to 50 mph. He passed moving vehicles on Route 23, police said, before being captured after getting stuck in a piece of farm equipment.

Fines for violating park rules could reach $1,000

West Manheim Township officials are working to develop a set of rules for the township's new park, and have proposed fines of up to $1,000 for violations.

Recommendations in a draft set of rules prepared by township Solicitor Linus Fenicle include such things as setting park hours, speed limits, and reservation fees for pavilions and ball fields.

Cops: Chester man leads them on wild, 70 mph ATV chase

UPLAND — A Chester man is behind bars after reportedly leading police on a wild chase on an all-terrain vehicle, allegedly riding on sidewalks and tearing through lawns to elude officers during a 20-minute pursuit.

Bilal Malik, 23, of the 3000 block of Carter Lane, faces a slew of charges after the high-speed chase through Chester, Upland and Brookhaven around 6 p.m. Thursday.

“It’s frustrating having a hunt ruined by people riding ATVs where off-road vehicle use is prohibited. Many ATVs look the same so there’s no way to identify violators when reporting the incident to law enforcement. There should be a requirement that off-road vehicles used on public lands have license plates or large decals. Any ATV user who follows the law and land management directives on where they can and can not use these machines should have no objection to this type of identification.”
