John E. Usalis Increased police enforcement of all-terrain vehicles driving illegally on Ringtown streets apparently is making a dent in the number of violators. The subject was raised at this month’s borough council meeting, when Vice President Joann Zogby asked Mayor Albert Breznik Jr. about the problem. “We have discussed about four-wheelers going through town. There was a four-wheeler casually going through town this week that I happened to see when I was outside,” said Zogby. Breznik said Patrolman Adam J. Bernodin Jr. has been enforcing the regulations regarding ATVs on borough streets. “Adam has addressed a number of people on four-wheelers and off-road motorcycles,” said Breznik. “If he’s on duty, he tries to get them. He’s very good at that.” Council President Julian Milewski said the illegal ATV riding “has calmed down up here quite a bit.” He said the illegal riders aren’t all youths. Breznik agreed. “Most are adults acting like kids, and when they caught, they act like bigger kids,” he said. The mayor asked anyone who sees ATVs being operated illegally on Ringtown streets to call the Schuylkill County Communications Center, which will notify police. Abandoned vehicles Breznik also reported that Bernodin had made a sweep of the borough looking for abandoned and unlicensed vehicles and had contacted owners about them. Bernodin also has been watching for drivers going the wrong way on a particular one-way street. “Adam has been watching that alley and he did issue a citation the other day for someone coming in the wrong way. They almost ran into him,” said Breznik. Street sweeping Zogby, in her finance committee report, asked about the possibility of having the street sweeper, which was rented from the Northern Schuylkill Council of Governments, return to the borough to complete the east section that was not done during the initial rental. The borough paid $1,184.88 for the sweeper the last time, which included the rental, administrative fee and fuel. The estimated cost to sweep the east side and touch up on Main Street is about $600. Council approved the sweeper rental. Ringtown online Officials are considering a borough Web site. Options are being investigated on where the site should be hosted and costs. |

“It’s frustrating having a hunt ruined by people riding ATVs where off-road vehicle use is prohibited. Many ATVs look the same so there’s no way to identify violators when reporting the incident to law enforcement. There should be a requirement that off-road vehicles used on public lands have license plates or large decals. Any ATV user who follows the law and land management directives on where they can and can not use these machines should have no objection to this type of identification.” - Holly Endersby, hunter from western Idaho |
