The issue of allowing ATVs access to state lands could face a crucial vote today.

The Douglas Administration has asked a legislative committee to support the move, which would allow use of state land to connect private trails.

A final committee vote could happen as early as today. They're expected to reject the plan, but a majority of the members believe the issue should go to the full legislature for consideration.

Officials with the Agency of Natural Resources say the proposed plan is not a drastic change and that comments sent to them have been mixed.

We'll have more from the rules hearing tonight on the Channel 3 News at 6:00 p.m.

"We can't continue to utilize the Black Hills in the fashion we have, particularly in the past 10 years. Just because the hill is there doesn't mean we need to climb it and produce another trail. Those ruts are there for years."
