There are several reasons why there needs to be visible identification laws. Read personal accounts from voices across the country who have experienced issues with illegal ATV riders. (All these voices are featured in 2011 Visible ID Report.)
“During the past decade, I have personally had six out of seven elk hunts ruined by the careless intrusions of ATV operators. This epidemic has forced me to abandon one prime hunting area after another, only to encounter the same situation elsewhere. The shameful part of this picture is that the overwhelming majority of these ATV’ers are young and healthy, not decrepit or physically challenged. Maybe these riders would be more respectful of other people's outdoor experience if they knew we could ID them." Bill Sustrich, a member of Colorado Backcountry Hunters and Anglers (Colorado) “It’s frustrating having a hunt ruined by people riding ATVs where off-road vehicle use is prohibited. Many ATVs look the same so there’s no way to identify violators when reporting the incident to law enforcement. There should be a requirement that off-road vehicles used on public lands have license plates or large decals. Any ATV user who follows the law and land management directives on where they can and can not use these machines should have no objection to this type of identification.” Holly Endersby, a western Idaho, avid hunter and former board of directors for Backcountry Hunters and Anglers (Idaho) “It doesn't matter whether it is a plate or decal, what is important is that the identification is visible. The police could have tracked down the illegal riders if we had been able to photograph the IDs on their vehicles. I think that would have made them think twice before breaking the law.” Eleanor Gonzales, property owner of land her grandfather homesteaded (New Mexico) “Farmers as a group rarely tend to want more government regulation. But the growing problem of trespassing caused by illegal riders spurred our membership into action to pass common-sense visible identification and ORV enforcement measures. We are proud that we were able to work with rider groups to find a solution that all sides could agree to.” Christopher Henney, Director of Legislative Relations, Ohio Farm Bureau Federation (Ohio) “As a rancher who leases public lands for cattle, I’ve seen my share of cut fences and rangeland damaged by ORV use. I’ve also experienced ORV trespass onto my private lands. But I’ve had no way to identify the culprits when reporting trespass or illegal ORV use to local law enforcement. Congress should require that ORVs used on public lands have visible identification plates or decals. Doing so would remove the anonymity enjoyed by ORV riders who are bent on breaking the rules.” Ambers Thornburgh, age 71, is a second-generation rancher who grazes cattle on his private land and adjacent lands leased from the Bureau of Land Management (Oregon) “We’ve had success bringing illegal riders to justice by snapping photos of their ID stickers. While I’m normally not in favor of the government getting involved in things, requiring all ORVs to have a visible ID with a minimum size and standard location would make them an even better tool for property owners to identify trespassing riders.
